I think that the wrought iron fencing technique demonstrated here (http://www.gingerbreadexchange.com/show-me/how-to-make-wrought-iron-fencing/) on the forum could be adapted very well

Depending on how big the people are you could use toothpicks or skewers!

Trying to determine the best way to construct a small ladder (for little people decorating a tree in the houses yard.  I can only think of constructing it from pretzels, candy canes of different sizes (dunno how I'd stick them together) carefully cut gingerbread
Or perhaps pasta of some kind.  It would be "out front" of the house, so I'd like to do it well.
